There was recently a discussion of this on another travel board and it seems Hungary is popular for this. Google "Hungary Dental Tourism".

Are you set on getting your dental work done in Europe? Costa Rica is a popular destination for low cost medical and dental procedures, according to our tour guide there. She said that many people combine a regular tour with a medical stay afterward.

Another place to consider would be Mexico. I have a relative who goes there for dental work.
