Does anyone know of a car rental company that will rent me a car to pick up in Bath and drop off somewhere in the Cotswolds (preferably Moreton-In-Marsh)? I will then catch a train to London. If not, are there any alternate ideas?

Try Auto Europe. If the drop off in Moreton is not possible, consider picking up and dropping off in Bath, the drive back to Bath will take a little time but can be combined with seeing Tintern Abbey in Wales; and then from Bath to England by train--I did this exact thing once.
