Is it cheaper to rent a car in England and take it on the ferries to Northern Ireland, Ireland and back to England or to rent different cars at the ferry stations or the border with Ireland? It seems it would be less a hassle to have the same car for two weeks. I understand there is a surcharge and special papers for Ireland travel.

It is more of a hassle to take a car on the ferry; not really worth the expense. Cars are much the same everywhere. Consider taking the train/ferry... it can be really reasonable.
