My family of 4 is flying into Luton Airport and renting a car to travel up to Edinburgh then over to Wales, then back to London for 3 days. Should we drop the car back at Luton before our 3 days in London? I was wondering if there is a better drop off location that is easy to get us to Paddington Station near our hotel.

Oxford might work better for you. Trains from there go directly to Paddington Station. If you go with Avis you can walk to the Oxford Station. Hertz is a bit farther so you'll need to ask them for a ride over there.
Driving in London isn't nearly as big a deal as it's made out to be. I assume you'll have GPS which makes it much easier than it was in the days when we searched for street signs on the sides of buildings, garden fences and wherever. The congestion zone charge zone now includes Paddington, Bayswater and Notting Hill so if your hotel or rental return falls within it you'll have to pay an extra 10£, but it'll be worth it for four people and for the convenience.
