My daughter is in London and she says that she is able to use her Chase bank card to make purchases but is not able to take any money out anywhere. I guess she can't even get cash back with a purchase. She didn't plan this part out very well, I'm afraid. What should she do from here? Can I wire her money?
I would have her start by calling the bank first, if she hasn't already. This happened to me in Florence, I called my bank and they were able to fix the problem for me. They had an override to not allow any cash withdrawals in Italy, even though I had called ahead of time and told them I would be there.
I never travel without several credit cards and a debit card, just in case this happens.
I've heard of cases where credit cards work for purchases, but not at ATMs to withdraw cash. A call to the bank might fix it.
I've also heard of cases where the card will work at some ATMs, but not others. She might try different ATMs around town.
Also, make sure one of the logos on the back of the card matches one of the logos on the ATM she's trying.
Yes, it's possible to wire money. Also, you might contact the credit card company and see if they can help arrange that for you.
Definitely have her call the international support number on the back of the card. Unfortunately, this isn't a guaranteed fix. Same thing happened to us in Italy, so we called the bank, and they told us "good to go". Never did get it to work, even after calling twice. Had to mooch off our friends and pay them back after the trip.
Always get the card activated for international use before you go. Of course, that advice is too late for your daughter on this trip.

I couldn't use my Visa card at an ATM on one of my trips. ATM couldn't read the card because the black strip had been affected by perspiration from carrying the card in my money belt. I could access cash by going into any bank and withdrawing money with the card over the counter. This taught me a valuable lesson, never travel with only one card.
I take several cards too, for the above reasons. And, for the record, years ago my bank saw me pull my card out of my wallet and gave me a paper envelope for it; said just sitting in the wallet could mess up the strip. Hope all works out.
She probably can go into bank and get cash advance.
