To buy a bottle of wine, can one purchase it in grocery stores like in the USA or is it like Canada where you have to go to a government liquor store?

You can buy wine at a lot of shops. Supermarkets, corner shops (not all but most), and offlicence's (also known as Offie's).

Marks & Spencers usually have a good selection. No, it is quite civilized, not like Canada!
Also remember the drinking age is lower in the UK than US. In restaurants and pubs its 16 with food, 18 if you're drinking at pubs, bars.
There is national debate in the UK at the moment that liquor is just too easly available and too cheap. I was with some Califonians the other day who said Californian wine in English supermarkets was cheaper than back home in California !
