Well this is the first trip where I will be staying in B&Bs and I was wondering if you tip housekeeping (I understand that most of the time it's the owners) and other services.

I wouldn't tip an owner no matter where it was, I would still consider tipping a maid if it was just an employee . I play it a bit by ear.. I know UK is not huge on tipping, but I guess circumstances can vary alot .
In Britain the answer is no.
If you've really enjoyed your stay a good review in the guest book and a small bunch of flowers is the best way to say 'Thank You'
The first time our housekeeper received a tip, she brought the money to us and said "We need to get hold of them -- they left money in their room!" We had to explain that it was left for her.
In 4 and 5 star hotels, it seems everyone gets tipped. In small hotels/B&Bs, neither the owners nor reception expect to get tipped -- we do what we do because we like to help you, and we want to see smiles on your faces. Yes, a good review is what we want (I kind of like that idea of flowers though -- how sweet!), and for you to say you'll come back.
Housekeepers work hard, so if you're happy with what she's done and how she's kept your room for you, then by all means leave her something, if that's what you're used to doing (doesn't matter if you're in Britain or wherever).
We never tip in B&B's. What the owners really appreciate are good reviews, a thank you note, or a Christmas card. Most of the owners have these notes out for guests to view. I might not send a note to a large B&B with 20 or so rooms but the smaller B&B's seem to delight in receiving these.
I have found that if staying 2 nights leaving a small tip the first day or better yet handing it to the maid in the morning(look for her)gets the best service possible.

Joel......We have stayed in B&Bs in many places including the UK and Ireland. We never leave a tip. I don't think that it is expected. The people who take care of your room and often provide a great breakfast, do it to please you. If you wish to reward them write a nice review of your visit on a website such as this one, or on tripadvisor.com.
In Ireland, we picked a B&B from a particular guidebook. During our stay my wife was injured while touring the Giants Causeway. The host and hostess were very caring - far beyond the norm. In this case, I purchased them a gift and presented it with a note of thanks. I also wrote the guidebook author relating our story. It was appreciated by all.
I think that you will like your B&B experiences. It is about the personal touch - both the host and the guest. Happy travels.
