Yes, it is usually necessary. In any event, how much space/weight can two washcloths take up? Better to have them and not need them than need them and not have them.

No offense, but you must be the most precise packer in the world if you have to worry about a couple of washclothes.

You can't generalize about B&B's. Each one is unique. Take the washclothes.

We purchased micro fiber wash cloths from Walmart. They are light weight, and the real beauty of using the micor fiber is that it dries quickly,(by morning) so no musty stinky wash cloth to try to pack every day! If you need to use the wash cloth in the morning, we found that if we draped it over the back seat of the rental car, it was dry in a few hours. We also bought micor fiber towels, primarily to help dry the sink laundry...just wring out the clothing, then roll up in the micro fiber towel and step on it and all the items dry overnight, esp if you choose the proper fabric...but that is another topic! I can second the use of micro fiber washcloths/towels. They weigh practically nothing, dry quickly, and are inexpensive.

We buy really inexpensive washcloths at Dollar General. We take about 5 each for a month. Each of us has a different color. We wash them out for about 4 or 5 days, then throw them away. Works great for us. I think we spent $3 total.
