Anyone Else See the Potential For Problems For Tourists With Rental Cars?

I don't see potential for any problems related to people with rental cars. Rental cars would always have the required liability insurance. Whether or not you buy additional coverage shouldn't impact this issue. What do you see as being a problem?

and I believe everything I read in the Mirror... oh yeah. 1) odds of it happening - low 2) I live in the UK and haven't heard anything about anything to do with this 3) all renters are insured or they don't get the car. How would they be affected by this, in any way?
