Any UK car hire companies that don't have surcharge for u25?

Looking to rent a car in northern Wales and drive down to Cornwall. Every company I have checked is charging a 25-30GBP surcharge per day for a driver under 25. I am 24 and this makes a weeks car rental very expensive! Anyone know of a company that does not charge this or is cheaper?
