We will be in St. Petersburg for 2 days and want to find a good tour company that has tours for smaller groups (a van size group rather than a bus size group). We want to go to the Hermitage and a general city tour.

We did Alla tours. We chose ten passengers in a van for a two day tour (they paired us up with the other people from our ship) plus a driver and guide. We covered a lot of sights, Including the Hermitage, Catherine's Palace, Peterhof (and Peter's small "palace" there), the metro, the home where Rasputin was assasinated (or at least where he was first poisoned), St. Isaacs, Church of the Spilled Blood, Peter and Paul fortress and cathedral. The total cost was $300 ($260 + tip) each, we paid in US currency - you can also do Euros, they give a discount for paying cash. I thought it was a great deal because it eliminated the need for a $150 visa, transportation costs, and admissions. The tour we chose was called "strenuous", we chose it primarily to get away from the semi-ambulatory cruise passengers. There were no stops for lunch (the biggest complaint for some on the tour) so we packed sandwiches/snacks from the ship.
We had a wonderful experience with a walking tour of off-the-beaten track St. Petersburg by peterswalks.com. our guide was an extremely enthusiastic grad student with great English skills and a love of her city.
