Do they need to be in London? I've booked several cruises with an online travel agent vacationstogo.com. You can book tours that originate in "London" (I think they are ports near London, such as Dover). I continue to use them because their cruises are easy to search, their prices seem exactly the same as other online agents, and I haven't had a problem with any of the cruises I've booked.
