Flying ORD - FRA - ARN. Is my best bet for picking up some duty free liquids (primarily alcohol) stateside or wait until Frankfort? Concerned with flying regulations first and price second.

Wait until your final destination. If you get put through a security check before you get there, they'll take all liquids you bought on the way. They don't care that you bought them within the secure area in another airport.

There's no point in buying at O'Hare. While you can gate check duty free (you leave it at the gate and get it back when you get off at FRA) there's no advantage to doing so. Actually, you can also buy duty free while in flight sometimes. (BTW, unless you're going to Kentucky, it's Frankfurt, not Frankfort.)
