I am stuck in Bucharest because my Visa credit card is blocked. I informed my bank before I left that I was traveling to Romania, and the notices are on them. But Visa will not allow a transaction. The only thing I have is my ATM card,so I am paying cash for the hotel. But, I can't rent a car to go anywhere outside the city. Anyone, have any thoughts on how I can resolve this?

Call Visa? They'll have it fixed by the end of the call.

Its too late now but next time have two sources of money, a debit card tied to your checking account and a loaded debit card from another source. We had the same thing happen in Czech Republic and used the loaded debit card which was unblocked.

I feel for you, that is probably the last city I'd want to be stuck in. Hope it got resolved for you! It's too late to suggest you could take the train - we did to Brasov, it was fine.
