Renting a car in Croatia to go to Mostar, Bosnia and Montenegro

Hi all, If someone has suggestions of a car rental agency to take a car in Croatia and be able to drive in Bosnia and Montenegro. I usually use Europcar but looking for other options. Thank you

I rented a car from Active Rent a Car in Zagreb. They will pick you up at the train station if needed. They have offices thru out Croatia with no added drop off fee. I found them easy to work with and reasonable rates. I dealt with Frane.
