I am traveling to Eastern Europe for a month. What is the best and cheapest way to obtain internation phone service overseas? I have a domestic USA phone right now.

Go online and buy an unlocked quadband cell phone, and as you move through Europe you can purchase country-wide SIM cards for just a little money, then pay to 'top off' the card with as many minutes as you want. Thes SIM cards are available in airports and in electronics shops.
You'll find cheap quadband phones on eBay, Tigerdirect.com, Overstock.com, Geeks.com and Amazon.com.
You'll need a quadband phone because European wireless phone systems use different frequencies than the systems here in the States.
