Many of the more popular museums in St. Petersburg offer English guides, and you will also see enterprising young Russians offering their services as a guide. I didn't personally use any of these, but other travelers I have talked to said they were satisified (and not ripped off!). Are you traveling independently, on a tour group, or using a travel agency to arrange your trip? If you're using a travel agency (recommended, for navigating the byzantine world of Russian visas), they may be able to arrange a guide. I can report that a non-Russian speaker can survive in St. Petersburg without a guide, although knowing the Cyrillic alphabet makes things easier.
