I live half the year in Slovenia on the Italian border and half the year in the US. I have a great pay as you go cell phone in Slovenia, but my choices seem to be more limited in the US due to contracts. Either I pay a high monthly fee when I am not using the phone or if I have a pay as you go I loose my number due to inactivity. Does anyone know how I can have a US phone and use it in Slovenia without high costs?
Buy an unlocked GSM quadband cell phone which accepts 2 sim cards that you can use with your service provider in the US and when you get to Europe buy a local SIM card for use wherever you are. They're cheap and easy to activate. This way you can make and receive calls wherever you are.
In the US, you can use T-mobile pay as you go. If you buy over $100 worth of minutes at one time, they don't expire for at least a year. Even if you don't use them all, $100 per year is certainly cheaper than a plan and worth it to keep the same number.
