Would it be recommended to visit Istria in early March, probably with a rental car? We'll be coming from Munich, then Salzburg, then Ljubljana/ Lake Bled. I thought renting a car for a couple of days to drive to Izola and part of Istria looked interesting. Would it be "open?" Saw there are bus day trips to Venice from Izola, so perhaps could do that if Venice isn't flooded. Interested in scenery, walking, eating, and meeting people. Art/culture is also appealing. Open for suggestions for a couple of days before we head back to Munich and fly home.
I shared a dinner table in Rovinj this past October with a gentleman who's family has owned a home in the old town for almost 50 years. He told me Rovinj is very quiet for about 4 months during the winter, but I don't know whether that's common to all of Istria. A car is essential if you want to explore. Another place in Croatia to consider is Zagreb - easy to get there from Ljubljana by train.

I spent a few days there last Feb. with a rental car. Drove down from Venice, thru Slovenia and on to Istria. It was beautiful, however it is definitely off season. The weather was cool and I usually don't mind as it is not so busy. It is a good way to take a look and see if you want to come back for the warmer weather and busy 'tourist season.' Obviously some things were closed, but overall still a fun adventure.
