Is the Cistern of 1001 Columns Open

I am interested in visiting the Cistern of 1001 Columns (also known as the Cistern of Philoxenos or Binbirdirek Cistern.) It is located near the Basilica Cistern and I thought it would be fun to see them both. I've looked on several websites and 2 travel guides. Several sources don't mention if the Cistern of 1001 Columns is open or not. One said it was open and had a restaurant inside, but is now closed. Two sources said it is now open. Has anyone been there recently? ps In doing my internet search AVG caught a number of infections, (two different ones to be exact.) Frankly, AVG (on my system) isn't prone to false positives, so I'd be careful if you search the web for this.
