I just returned from a trip to Budapest. I stayed in the Hotel Carlton, which is located at the foot of the Castle Hill. It was about a 3 minute walk to the Chain Bridge, and the path to the castle area was just across the street.
I found my room to be comfortable and very clean--always a plus!--and the staff to be friendly and helpful. I also like the breakfast, which was free.
The only downside of the hotel was that the room had no view of the river--though I suppose some on the top floor or two might? Also, this is not a 5 star luxury hotel, but I do agree with the number of stars on their website--4. Comfortable and a great location.
Anyway, I liked the place and wanted to give them a free plug!
