Contact a Greek rental car company and ask. I suspect that it's much younger than in the States.

Can a 19 year old rent a car?

If I tell you yes and you get there and they say no, who will you blame, me or yourself for not asking them in advance?

Be sure to go to your local AAA office to get an International Driving Permit, no test required. If you do rent a vehicle and get in an accident your insurance will be invalidated, you'll be in serious trouble with the police and your passport won't be returned until the damage is paid for in cash.

Carson, I'm pretty sure you must be 21, sorry. BTW, this is the rental companies requirement, not the Greek government. Check around.
