Rick's most recent guidebook says that the A1 was supposed to be completed to Dubrovnik by 2013. Does anyone know if that has happened?

Nope, but you can see how far they've managed to come on Google Maps. There's some political issues with the expressway to Dubrovnik, with the tiny strip of Bosnian coast being a problem, plus with the current financial situation it's unlikely it will be finished in the near future. That said, the old Adriatic Highway (the regular road) has some gorgeous views.
