Julie, My wife and i have not been to the delta but we may have some information you can use. We got as close as Constanta and Terraverde, a small farming village. We did a computer search using "Romania, tourism". That got us to the country's official tourism site. There was a heading to click on to request tourist information. We did, and received a good packet of information including a special brochure on Dobruja included information about the delta region. I would also suggest the Bradt guidebook to Romania.
