I read that many merchants and the buses do not accept Euros or US dollars. Is it necessary to purchase Kunas? We are cruising with stops in Dubrovnik and Split.

There are plenty of ATMs that will dispense kunas, just make sure to tell your bank before you leave that you're planning to get cash in Croatia. You're unlikely to get a good deal at any exchange bureau, especially at a cruise port, so look for an ATM away from the busy area near the ship.
