am in Italy for 13 days, then going to Istria, the caves in Slovenia and Pletvica national park. Am I better off renting a car in Rijeka? Was originally going to get car in Trieste, but not sure if I can cross the border with

No problems whatsoever with those destinations. However, I do not own the car rental agency. You merely explain where you are going, and they tell you if there is a surcharge. But we went to Plitvice last summer, no problem.
Not sure exactly what you're asking. If you want to rent a car in Trieste, drive into Slovenia/Croatia and then drive back to Trieste to return the car there, that shouldn't be a problem (be sure to check with the rental agency to be sure, but most won't have an issue with that). If you want to pick up a car in Trieste, drive it into Slovenia/Croatia, and drop it off there - you can probably do that, too, but you will surely get socked with a shockingly high drop-off fee. Be sure to get details. FWIW, I recently priced a car rental, picking up in Slovenia, dropping off in Croatia. The "drop off" charge would have been around US$1000. I figured out a better option.
