You definitely should visit the Palace of Parliament, the Village Museum and the old quarter. The rest depends on what you're interested in more (visiting museums, seeing landmarks, partying etc.).
The best area to stay in is the downtown (i.e. the areas between/around Universitatii, Unirii and Romana squares).
