I was passing through IST about a year ago and went searching for a place to store our luggage. I found two options. 1) Regular luggage storage which was fairly pricey and charged the same price regardless of size. So even a small backpack was charged the same price as a large suitcase. Also, if I remember correctly, you had to pay for a full 24 hrs even if you only needed to store your luggage for 4 or 6 hours. This luggage storage place was in the Arrivals hall. 2) I did find luggage lockers that are on the departure level (2 or 3 levels above the arrivals) which allowed for shorter luggage storage. It was not easy finding these and most folks didn't have a clue that this was there. These are towards the Right side of the terminal when facing the departure gates. Hope this helps. Edit - seems like I was mistaken about the same price for different sizes since the link Michael posted has different rates.
