Where is the best place to get information on tours while in Europe? We are taking a cruise in NOvember and the ports are Nice Florence Rome and Ajaccio. The tours offered thru the line are extremely expensive. Any ideas?

Organize your own tours by reading guide books, web sites for that city, etc. Negotiate with a good english speaking taxi drive for a tour. They are all eager to do it but you have to know ahead of time what you want to do and see. Do your homework.
I usually recommend looking up good walking tours. They are usually led by enthusiastic students or ex-pats and are often native English speakers. They are also not so expensive. Use Google or whatever search engine you like, or go to the library or your local book store and read up on where you are going so you know what you want to see.
