We have 18 days from April 25, to mid may to trasvel. We are thinking about Scotland, or Switzerland. Can anyone provide some opinions about which one would be better for that time period, and why? We have visited Italy, Ireland, and France in the past, so we have a good ideas of what travel in Europe is about. Thank you for any help!

Too early for hiking the higher passes in Switzerland. Without knowing what interests you it is hard to recommend. I've done both during that time of year. Delightful in each. I had this same question 2 years ago when we were deciding for an anniversary trip. We went to Scotland for 2 weeks and enjoyed every minute. We went in the middle of May. The Isle of Skye and the Glencoe area were absolutely stunning. The castles and countryside are amazing!
I am a very weather-focused traveler. I consider late April way too early for Switzerland. The weather in Scotland may not be better (and possibly wetter--I haven't checked), but it will certainly be a less expensive trip if you go to Scotland. If I'm going to pay Swiss prices, I want to maximize my chances of decent weather. YMMV.
