What is best scenic route to have driver take us and should we be worried about passes closed or rockslides. Also places to stop to view or have lunch on the way. Heard Lugano was good. Planning to leave around 11 or noon

Sorry, I can't help with a car, but I thought I'd mention that we did that by train, part of it by Bernina Express and it was stunning.

To go to Bellagio you would have to go all the way south to Como first, and then north again. The driver will probably take the motorway most of the way, so no worries about passes or rockslides.
A bit more scenic is to go over the Gotthard pass, and a stop in Lugano is nice too.
In your place I would however take a train from Luzern to Como, and take a taxi from there. Will probably save enough for a few nice dinners in Italy...
