I want to travel on the Golden Pass, Montreux to Interlaken Ost, on 1 June but the website says there are no seats available. Does this mean no seats at all or just no seats in panoramic carriages?

The only train they are selling those 20 CHF seat reservations for is the 9:35 train. There are trains at 50 past the hour, some with panoramic coaches and some with the classic Golden Epoch carriages. Take one of those trains.

You don't need reservations. Just turn up and find a free seat.
