Anyone know if there is bus or train service from Lugano to Menaggio, Lake Como in the evening or at night on a Friday ?

Definitely no trains; Menaggio has no rail service.
It appears the last bus of the day currently departs Lugano Stazione Nord at 6:45 PM, arriving in Menaggio at 7:48 PM.
Here's the schedule: https://www.asfautolinee.it/orari_pdf/invernale/C12.pdf. You need the third page from the end. I confess I'm guessing that "Fer6" means that bus runs Mon-Sat. I might be mistaken.
The summer schedule could be different.

The trains are on the east side of Lake Como and Menaggio is on the west shore.
I remember seeing buses on the Menaggio side of the lake and would assume there is service then. Have you contacted their tourist board?
