I have looked at maps of the airport, but I am unclear on two questions:
Are there any food shops or restaurants that can be accessed before security? Either in the terminal or the train station level.
Can anyone point out where you would meet a US arrival passenger after they exit customs?

The Montreux Jazz Cafe is a good spot to meet outside of customs. All the way to the right exiting customs.

As I recall, the Geneva Airport is partly in France and partly in Switzerland. I'm not sure which part of the airport international flights arrive at? In any case, once the US arrival passenger exits Passport control, I believe they'll be in a common area.
There seem to be lots of food choices there, and some of them are outside of the security zones - https://www.gva.ch/en/Site/Passagers/Shopping/Restaurants-bars/Tous-les-restaurants-et-bars . I vaguely recall buying a Panino and beverage before I headed off to my next destination.
