Do you mean which is less expensive to visit or to fly to?
You easily can google car rentals in each of those places and more than likely find Hertz or one of the multinationals car rental companies.

There are no flights to Toulouse listed, Swiss flies to Bordeaux.

Have you looked at flying out of Basel or Geneva? May find cheaper flights there. For example both easyJet and Vueling fly from Geneva.
