I am buying the Berner Oberland pass and the half fare card. Will either of these get me discounts for the First flier and other attractions. Also, will I get discounts on the Interlaken boat tours.
Your ride up on the First gondola will be free with the Berner Oberland Pass. I don’t know about the First Flyer.
Discounts on attractions and activities with the Berner Oberland Pass are listed here:

The BOP covers boats on the south side of the Brienzersee and half fare for boats on the northside of the lake. Alsoinclude the boats on the Thunersee. Nothing for the First Flyer.

I am not quite following you on this one Sam, when you take the boat on the Brienzersee it crosses back and forth across the lake. In the link shared by Lola under "Public Transport" you can see that two boats are included (free travel), the BLS boats that run on the lakes of Thun and Brienz.
The Berner Oberland pass covers all boats on Lake Brienz and Lake Thun. And also the trains and buses along the lakes, so you can take a boat one way and return by train or bus. It is actually pretty good value.
Just going by this map.

And this map.

Looking at the detailed map, it is the white lines on the lake that show the boat route. Interlaken Ost, Bönigen, Ringgenberg, Iseltwald, Giessbach, Brienz and then back again.
The dotted lines at Giessbach (with the letter B) is the short funicular up from the lakeside to the hotel.
