I'm travelling with my Wife. I want a an advice on the location part. That which location is best to stay in Lucerne?
Price range between 150 to 200 CHF, with attached Toilet & shower. We prefer rail transportation.

Rick's book doesn't have one particular area in Lucerne that he suggests. Most of our recommendations are going to be split between three areas: near the train station, south side of river on Burgerstrasse, or on the north side of river around St. Peter's Chapel. The downtown center of Lucerne is relatively small and most things are easy walking distance. With that said, it doesn't really matter where in the city you stay. You might start with something near the train station if you are taking trains around. I hope this helps some.
Lucerne is not that big. Best is closest to lake front and train station if that's how you are traveling. TripAdvisor will help you find hotel in price ranges. Its a pretty expensive place to visit, so availability of hotel in your price range may dictate where you stay.
We didn't stay right in Lucerne but rather in Vitznau, roughly a 30 min train trip to Lucerne ... or a even better a boat trip to Lucerne. It's directly on the lake and one of the departure points for the trip to the top of Mount Rigi & the boat trips on the lake. We could recommend Hotel Rigi, right next to the train station. We had a room with a balcony that overlooked the lake (across the road).
