Berner Oberland Pass

We are planning on purchasing the Berner Oberland 3 day Pass with our Half Fare Cards on or about August 13. Due to the uncertainty of weather conditions, we think it may be better to purchase the pass close to departure from Luzern to Wengen rather than too far in advance. Is it possible to purchase the Berner Oberland Pass in the Luzern train station before we depart? Our thoughts are to seek alternative use of the half fare cards if the weather in Wengen is unsuitable for the Jungfrau, First, Schynige Platte, Kleine Scheidegg, or Schilthorn mountain excursions. Am I correct to think, If weather is bad the Berner Oberland Pass will probably not be economical to purchase?

Yes, you can purchase in Luzern. I would be surprised if you have 3 days of bad weather in a row in August but of course it’s possible. If you get unlucky and it’s looking horrible, you’re correct that it probably wouldn’t be worth it.
