I have heard that every hotel in Basel gives their guests a card that allows free transport though out the city, is this correcct?

Suggest you contact your hotel directly, but that is often the practice!

"every" is too broad for me. I have never heard of one not issuing it but I suppose that there may be one.
It is possible that whichever hotel you are choosing could be an exception - check with them to be sure.
