I will be in switzerland for 6 nights and 7 days in the middle of July. Staying in Wengen. Should i stay the entire time there or split up and spend 1 to 2 nights in Luzern? Flying into Geneva and leaving out of Milan.

Why not? Luzern is a lot more busy with tourists than the up there in the mountains if that is something that you don't want.
It will also cost more money traveling to and from. While I realize there is much I will not be able to see in the time frame I wanted to double check to see if it was thought to be worth the effort. I was also wondering if I am staying the entire time there do you think it will still be economical to purchase the half fare card?
If you're staying the whole time there, in the Berner Oberland, the Berner Oberland Regional Pass might be your best deal. It covers more than the Swiss Travel Pass does in that area (except this year the STP fully covers the cable-car between Mürren and Schilthorn, instead of at a discount, only). The BO pass' region also covers the scenic train ride to Luzern from the Berner Oberland--you could see Luzern as a day-trip from Wengen. Luzern is very charming and unique.

Luzern is a bit out of the way on an itinerary from Geneva to Milan. Consider stopping off at Lausanne and Montreux upon arrival (Olympic Museum, Chateau du Chillon), and Stresa Italy while departing.
We have spent weeks in the Lauterbrunnen Valley and environs and will go back there again this year. We like it far more than anywhere else we have been in Switzerland to date. Luzern is expensive and less scenic, fewer nice mountain walks.
If you are outdoor people, stay in Wengen. If you like shopping and museums, you'll find more of those in Luzern.
