Scandinavian Pass

Does the Scandinavian Pass cover bus and trains within cities? For example within Copenhagen, Denmark; within Stockholm, Sweden; within Rovaniemi, Finland. Or does it just cover from city to city within each country?

Which Scandinavian pass? Interrail/Eurail or some other pass?

Like most rail passes, the Eurail Scandinavia Pass only covers trains between cities and a few ferry discounts (discounts don't require using a counted flexi pass travel day).

For Copenhagen, local trains are very useful for getting to nearby attractions in towns like Hillerod, Roskilde, and Helsingor. These would be covered by a rail pass. But, within Copenhagen itself, you're much more likely to be taking buses and the metro (if you're not just walking), and these would not be covered. In addition, the local trains are not that expensive, so you shouldn't buy a rail pass (or use a rail pass day) just for these.
