We’ll be in Spain December and January. I was wondering what to pack, obviously layers, but do we need gloves, hats, scarfs, thermal underwear? We are going to Madrid, Toledo, Córdoba, Sevilla and Granada. Thanks!!!
Each year is different, but the items you mentioned are small and don’t take up much space. Check the weather report a couple days before the trip and then decide. I’ve been in Ávila in April and there’s been snow, so my guess is you’ll need them.
Good advice to check the weather forecasts just before leaving. However, I did exactly that and arrived in Madrid last March expecting 40 - 50 F and got off the plane to 30's. I was very, very, very glad that I make it a habit to travel with Therma-Stretch gloves and wished I had included scarf and hat.
I did your route in March and pulled out those gloves frequently. The temps I encountered were up and down, but to give you an idea of the possibilities, between Granada and Madrid, I encountered a snow storm. Forecasts just aren't that good several weeks out.
Madrid's elevation is around 2000 feet, so it is not especially warm in the winter. I'd guess Toledo is similar but haven't checked. Keep in mind that Spaniards eat dinner extremely late. If you don't eat with the other tourists, you could be walking back to your hotel after 11 PM.

I’ve been to Spain numerous times, mostly in April, and two years ago in December/January.
Madrid and Toledo have been chilly on every trip. For the April trips, they were cold at night; in December, they felt cold in the daytime as well. Madrid seemed to always have a breeze that added to the chill factor. Granada will be chilly at night because it is at a higher elevation (tends to be clear and cold, 30s and 40s).
So yes, hat, gloves, puffer coats or similar. We did not need thermals or scarves, but again, we’re used to the cold. You do you.

I was glad to have my scarf and a pair of leggings as a second layer one day each in Granada and Madrid this November. Those 2 days I also wished I had brought my hat and considered buying one. I wore my scarf quite a few times in the evenings in Seville.
