It’s right there. The Ramblas is a short walk from where the cruise ships dock. The main sights are further away and it would be quicker to take a cab or the metro depending on what you want to visit.
Depending on how much time you have, walking in Barcelona is quite easy and nice. The metro is very good too if your time is more limited.
Just be prepared to protect your valuables. Barcelona is a great city, but the pickpocket capital of Europe.
I always wear a money belt while in Barcelona and my wife has a paksafe purse.
I’d take a cab. There will be dozens lined up in the port. You will walk enough around the city. Take a metro to visit places that are farther than you want to walk, perhaps Familia Sagrada.

Most people get stuck walking up one side of the Ramblas and down the other. There is only one 'original' store left on the Ramblas and the market. But with your back to the sea and walking up the Ramblas...to your right and in a block or two is a nice gentrified area. On your left and in a block or two is a more real area. Depends what you want.

Some of the blocks to the left (west) of the Ramblas will make some folks uncomfortable, "real" or not. I walked through there more than once, but I'm a city-dweller. I'd say just be prepared to turn around if you don't find it attractive or interesting in a way you appreciate. One of our Barcelona guys can be more specific about the location of the iffy area, I'm sure.
The Ramblas itself is said to be a hangout for pickpockets.
