I am returning from Spain via Toronto. I will be only a few hours at the Toronto airport (not leaving it) before my flight into the US. I am a US citizen. Do I need and ETA visa? If so, how do I go about it?

Barring any changes in Canada's current policies, American citizens only need a passport to enter Canada. So you'll be fine.

If I remember correctly, you will go through US immigration in Toronto prior to boarding.
