Do they have Uber or Lyft in Spain? Specifically, Barcelona, Seville, and Cordoba?

An Internet search will give you your answer. Uber is inactive in Barcelona, yes in Sevilla and Córdoba. Took me 2 minutes to find that out.

We used Uber in Madrid and Sevilla during the last week.
