If you have even the slightest doubt, you need to declare them. I don't know what the tax rules for importing jewelry into Spain are. Just use the red lane at customs.
You should be able to find some Dollar limit of what is allowed without duty, the shirts should be no issue, and unless you are talking several thousand Dollars for the jewelry, then that should be no issue. The US for example allows something like $800-900 without duty, and even if over, may not actually collect.
As the previous poster mentioned, it never hurts to walk over to the desk in the "red" lane and declare what you have.
Thank you for the information. The shirts are like $40 and the jewelry about $250. It's not much, but don't want to get in trouble.
I think you're allowed goods up to €430 before you have to pay any duty. Bring the receipts with you.

I know I'd walk right through the Green Door/nothing to declare. These items are of minimal value.
Customs? What customs? Every time we have flown back to Spain from the US there hasn't been anyone manning the customs desks in both Madrid and Barcelona. You will probably have to track someone down to ask. You are below the limit anyway.
On the other hand mailing something from the US to Spain is fraught with danger and a major hassle. The customs guys in the mail room are the worst!
Don't think you will have a problem but if concerned wear the jewelry and take price tags off shirts.
