I Just need to know if taking taxis in Barcelona are safe and reliable? will be there a few days in Nov.

My taxi experience is minimal. I took one from the cruise port to my hotel one morning, otherwise relied on the excellent public transit. The taxi ride was efficient and safe.
Freenow and Cabify are the two licensed taxi apps that work like Uber.
We were there this summer and taxis were fine but the Metro also was easy and worked great
We mostly used metro. Very easy.
We did use Taxis last year and found them reliable and not very expensive

Taxis in Barcelona are plentiful, cheap, and safe. Go a lot more places than the metro, although we did use the metro a couple of times. Also know that Barcelona is very anti-Uber so don't expect to use rideshare there the way that other European cities, such as Paris or London, embrace it.
Taxis are wonderful; they take cards, and you do not have to tip.
I have never had a bad experience with an official taxi, anywhere in Spain. I am surprised that you have read otherwise (I saw your other post; I am curious where you read negative reviews and what they said..)
We walked everywhere, but did tours that took us to places some distance from our hotel.
