We are traveling to the Costa del Sol (Estepona) the end of February. We are flying into the Malaga airport and do not want to rent a car. We would like to know the best way to travel from the airport to our hotel in Estepona (and then return travel to the airport 2 weeks later). We also would like to know the approximate cost.

There is a bus direct Airport to Estepona with Avanzabus.com at least a couple of times a day, but whether the times suit you, where your accommodation is and what you want from 'best' I do not know.
As above - ask your hotel.
