Does any bus or rail go from the train station into the city proper? I was checking google maps and I don't get any suggestions other than walking or taxi. I arrive after 7 in the evening and it shows a walk of 25+ minutes.

From the train station to Plaza de Zocodover, it’s a €4.50 taxi ride (to hotels, the ride is metered), a 25-minute walk with the help of escalators, or an easy ride on various buses. You can take city bus #5, #11, #61, or #62; leaving the station, you’ll see the bus stop 30 yards to the right (€1.40, pay on bus, confirm by asking, “¿Para Plaza de Zocodover?”).
You may also want to ask your hotel's advice, if it's not close to that plaza.
25 minutes is about right for walking and after crossing the bridge, it's up hill.
But the bulk of the climb is accomplished via escalators. I don't think it would be too difficult for someone used to pulling a wheeled bag for a mile or so. About backpacks I have no idea.
When my wife and I visited Toledo in 2015 we're sort of embarrassed by how cheap the taxi rides were. I would suggest that you keep it simple and take a taxi from the train station to your hotel.
