Recommendations for the best tapas bars in Barcelona? In El Raval, Gothic Quarter, El Born or Eixample.

Best is subjective for sure, but the only specific tapas bar I remember eating at was Tapas 24 and it was quite tasty. BUT - I've had "quite tasty" in too many spots in Spain to even think that it is difficult to find.
I also like some of the videos by Patrick Guide Barcelona and Spain Revealed.
With that, I also think Barcelona (and Spain) are more than just tapas. I love them and think they're fun to share, but there is a lot of deliciousness in Spain across all sorts of food types.
El Nacional is the granddaddy of all tapas places. In our week long stay we were there twice. The food was good and the service is professional and fast. Go for the food but check out the building. Just a beautiful interior (it’s a huge interior and there are 4 different restaurant styles within; French, a Brasserie, a fresh food/light meal place and Tapas).
We also had a good experience at Tapa Tapa and Vinitus.
We always paid at least one visit to CAL PEP when we were in the city. I've not been in a while but from all reports, it's still going strong.

I recommend Ciutat Comtal. It's a block from Placa de Catalunya, in the Eixample neighborhood.
The address is Rambla de Catalunya, 18.
We noticed a long line of what appeared to be locals, and we asked, why the long line, and they said it was really good, so we tried it and we thought it was quite good. We ate there twice.
Remember that there is no such thing as a "tapas bar" in Spain. They are just "bars" that offer tapas.
